If your boyfriend is tech-savvy, then there is no reason for him to NOT text you back. But, if he is new or barely familiar with technology, then he might just not know how to send one back.
Usually, though, they figure that they can just tell you in person rather than over the phone/text. I'll text my boyfriend a goodnight message and get no reply, then send one in the morning and get the same result... it's something they unintentionally do just to worry/annoy us. :P

 he may not have text on his phone and if he does it may charge him and he probably feels like he is waisting his time texting ..I have a bf that does the same thing to me. I send him text messages that I Love him and I never get any responses which makes me feel like he may not care back..maybe you should just talk to him and ask him..they all have different reasons. Good Luck
