Because they have never had that amount of Testosterone floating around their bodies at one time.But I'm a man. I know what it's like and it does get easier over time. The urge will die down. It might take years, but you have to do the best you can to keep on top of things.If you have sex now you run risks that won;t be there when you reach the age of consent, the age by which the government deems yoi abel to legally agree to sex with someone.You run the risk if at least some legal action, given your age I don't know exactly if jail-time will be there, but it is still a risk.My advice.
