It is your brain doing its job. Sexual arousal means penetration and your brain is anticipating this and as a defence mechanism against pain, instructs your anus to lubricate which triggers your rectum to produce the fluid. It is the same fluid that is created when you have severe constipation. It normally happens more with gay or bisexual men because they are sending the message to the brain that they want to have or maybe having anal sex.

This is by far, a rare thing. It can happen. It is most likely a psycho-physiological response. Meaning the brain has some learned response. All of us have mucous membranes in our colons. This helps move things through, add to that if a stimulus is introduced, mucous will be made. This mucous also plays a role as a self made lube. Actually I beg to differ with the previous answers. I stumbled on this site because i was researching into a situation which two gay boys i mentor talked to me about. They are 18 and 20. They both get wet when they are sexually aroused. I mean dripping wet in the ass. I have never experienced that, but they both talked to me about it, and i was wondering what all that was about.
I am ok with females getting wet, at least that is what i am used to. but the anus getting wet is something i will have argued against in not the too distant past. They claim they get wet to the point where they need to change their underwear.
