Most men release an amount of semen (pre-cum) before orgasm (cumming). It tends to leak out of the penis when the man has been sexually excited for a while and received some stimulation either my hand, or in your mouth / vagina etc. How long it will take depends on your man and may be linked to how quickly he reaches orgasm.
As a man, you can't feel when the pre-cum is leaking out of your penis.
There are different points of view as to whether pre-cum does or does not contain sperm (which is what is needed for you to get pregnant). It is believed to be more likely that it will contain sperm if the man has recently cum (and not urinated) because sperm from the previous orgasm may remain.

 in non techy terms its to help the sperm swim better.but i have to give the same old advise when ever you have sex unless you are planning on having children you should always use a condom as what ever method you use you can still get pregnant this includes if you are on the pill use a coil or late withdrawall method and so on.
