I surmise that by "seeing" you mean "sleeping with her".
If I am right, well, Muhammad has reserved 72 virgins for every faithful martyr, so the answer has to be yes, men can "see" more than one woman at the time, and not develop feeling for any.
I would recommend that you talk to this guy and ask him about this woman he's seeing. See what he tells you.

He's a liar! Dump him. The horrible thing about dishonest people is that you'll never know if/when they're telling the truth. Stop now before you risk you're heart breaking over these stupid boy games.
If he wanted to have a 'no shame' open relationship, he should have been honest with you from the beginning, the fact he wasn't honest says he doesn't respect you and he's just trying to get something from you.
When a person starts out with lies, it's huge red flags to find someone else. You deserve a man that's straight with you from the beginning and acts like you're next to him where ever he goes.
