If you're both on free calls, then no... you need to talk to him about it. And say, you'd like to hear his voice. Either that, he just doesn't know what to talk about, to keep you interested, and that worries him.
It's not always down to the guy is cheating. Not all guys cheat, and not all even think about doing it!

Next time you are with him, check his cell phone, specifically text messages, when he is out of the room for an extended time, you'll find out everything you want to know. Sorry to suggest being nosey but sometimes the truth needs to be known.

 I've been told by numerous guys they can't stand to talk on the phone and they don't have much to say. Texting is the new phone call anyway so I would't worry about it. Phone calls are more for chicks anyway because we love to chat and have a lot to say.

The world has changed. Texting is now something that is more wildly used. Personally, I can't stand it. I'd rather talk to my girlfriend. I think you should talk to him and just say that you'd like to talk more rather than just text. See what his response is to that.

 I hate talking on the phone. My first instinct when I get on the phone is to get off of it as soon as possible. That's just how I am. He may be the same way. As long as he's returning your calls, I wouldn't be too concerned.
How is his communication when you are together?
