 It could mean he just said something that he hopes you find witty and charming.
It could mean he's about to pull a joke on someone and hey you...come play along.
It could mean you look exactly like his grand-daughter and he winks at her all the time and she seems to like it.
It could mean "hey baby...you interested in a little of this?"
It could mean he's wearing contacts.
It could mean "hello...nice weather..except for these raindrops."

 It means that the wind has blown dust in his eye!!
But seriously, it probably means that he thinks you're cute. But it could be cute as in - he really fancies you, or cute as in - he thinks you're a sweet girl and he's being friendly.
No easy answers huh? I guess it depends on his other behaviours as well as to see what he really feels....
