I shrugged and looked away because he made me feel shy. What do you think he means when he says he loves me?

 well boys can say this word alot of times to alot of people really at your age he could be using u and everything i love you is a powerful word and alot of girls get happy and emotional wen a boy says it i think he really likes you but theres not enough info to confirm that but usually hes trying to say that he wants to stay with you but whats the chances you will be together for ages if you need someone to talk to add me cuz i am experienced with this and i am 13 aswell xx ( i have had alot of break ups and arguments and i have had sex but it was a mistake so u can ask me) hope this helps
