To see a complete stranger in a bar or wherever with hard nipples can be extremely arousing. Of course, the problem for us guys is to get a look without being a pig about it or being ungentlemanly. But sometimes, you want women to see that we noticed. So I might glance at them, look up at her face and smile. If she smiles back, great. If not, I know she's uncomfortable and I move on.
I can remember a few times where I have seen a woman in a public pool with nips that were so hard, even the bumps on the areola were visible. That is a HUGE turnon. Erect nipples are a must in my book. Breast size and firmness are a distant second.

I presume you mean the outline of the nipple making a bump through the clothing - not the bare nipple itself!
If it happens with normal clothing, in the course of normal activities, I find it attractive but not indecent. My wife, with a bustline in the 34A/34B range, is often braless. On occasion I may tease her (discretely) about an instance of "pointiness" but I'm pleased that it happens.

 Depends on the breasts as well. I think it looks quite sexy for a woman with petite breasts to have no bra on. But if a woman has a fuller bust... I do not want to see much. The "fault" big breasted women often do is show too much. I mean its already out there because they are big, we can see them from miles away... and thats enough. Like, I dont want to see more unless she's naked in bed. And often they show just too much cleavage. Theres a limit for when too much is too much. But petite chests don't "flaunt" in the same way, so for them I feel it is just fine if they want to spice things up with showing nipples.
But, theres a time and place for everything. Unlike these guys down there I don't feel it is appropriate to show nipples at work. While out clubbing in a sexy dress or top, it is hot. But while at work it's best to keep things hidden away. But oh the fashion these days...

 I would half to say its hot because of the whole mysteriousness of not seeing it all together but having to picture it. But again it depends on the context and type of girl. If its an older woman or one whose breasts may hang lower it is quite disturbing.
