 I think proposing would be slightly a step too far to just express your love for her.You need to get to know her more, and build up your friendship so you become naturally closer - this could involve; cinema, lunch, dinner or going anything where you're spending time together (such as shopping). Once you feel you've built up enough of a friendship with her, perhaps then express your love for her - I think jsut telling her striaght up is a bit risky and you could end up scaring her away and causing your self a lot of heartache and potentially loosing the foundations of a friendship.
