You would want to Google the state you live in and "underage sex laws". For example, "New York underage sex laws" and you should find a link to what are called 'statutes'. Not statue as in the Statue of Liberty but statute. The word 'statutes' has 3 t's in it. You will find a definition of what is considered "sex" in the state, the age when sex becomes 'legal' and a list of penalties for people involved in under age sex. This is a serious crime with serious penalties. If there are words you are unfamiliar with I suggest you Google Black's Law Dictionary and the word you want to define.

But generally in the US the age of consent is between 16 and 18, and if you are underage then it is illegal to have sex.
There are lots of different regulations around the age of consent, but typically it refers to someone older having sex with an underage person. If the age difference is more than 3 years (i.e the male is 17, girl is 14) then it is statutory rape and the elder party will get into a lot of trouble with the police.
If you are two underage people having sex it is still illegal but as I'm from the UK I am still unsure of quite how the US law works on this issue.
