 I don't think you should have sexual relationships at this time. If you do, it is safer to be with someone who is committed to you; certain STDs can be spread even with a condom. I recommend staying away from her to keep yourself safe in more ways than one.

Sounds like she's using him and he's not been clever enough to dump her yet.
She's going round doing what she wants and has a nice plan B in her boyfriend. Not a nice girl. She may just want to dump him but not have the guts, but she shouldn't be hurting him like this.
