He is saying things hoping that you will take the lead by suggesting to end the relationship and he can follow that lead. Im sorry but you should let go now before you have years of an unhealthy relationship with someone who secretly doesn't want to be there.

I dont think that you can fix this problem, his feelings and emotions are something that you have no control over. It sounds like however that he is not sure himself how he really feels and this puts you in rather a difficult predicament. If he really does not love you anymore then although this may feel like the worst thing that can ever happen no amount of you clinging onto him will change this.Therefore you will have to move on and accept that you can not change his feelings in any way. On the other hand if he still does love you then maybe you both need a change in routine. Often when a realtionship progresses behyond a year then the couple forget how to apreciate each other. This can easily be resolved through romantic meals and little touches to show just how much you care for each other. I think that the real issue however that needs to be resolved is how he really feels, until you find this out then there is nothing that you can do. Good luck.
