 Well; he phoned you right after didn't he? That surely means he regrets it and that he felt guilty. If it meant something to him he wouldn't have phoned you to tell you.
Honesty and trust; two of the most important aspects of a relationship. He was being honest because he betrayed your trust.
And if you did say that to him, then I'm sorry, but you brought it on yourself. I truly believe it didn't mean anything at all to him and that he regrets it.
Give him the benefit of the doubt, but if it becomes a regular occurance, maybe it's time to get rid of him!

To sort this out i reckon you two should just talk, decide where you stand as a couple or not and go from there, no point kind of dating and expecting to be exclusive
