A girlfriend I have gone out with for a while....We made out on the beach last night, she said she wanted me so much...

She then sent me this message "I do love you to bits,,,"

Does she mean she just want us to be friends? as lover/romantic partner normally doesn't say 'love you to bits".

ps: she is single, I'm single.

From my neck of the woods, when a girl says she wants you so much/so bad, that pretty much means she wants a shag... right now... but that's just my experience.
