Why would a guy insist that he just wants to be friends (he has a gf) but maybe only contact you once or twice a week to chat and when he does it's usually in a flirtatious manner? For example he calls me "hot" and stuff like that.

Because flirting is fun and exciting and a useful skill. And that skill can be sharp, or it can be rusty. If you want to, you can use it as an opportunity to have fun and flirt better. If you don't, you can either tell him straight away or you can just ignore his flirting.

Anyway, there's no doubt he's attracted to you, but it sounds like this is exactly as much as he wants to stray from his girlfriend.
