 If you're still early on in puberty (at 13, that's reasonable to assume), your penis may continue to grow. Even then, it may still be small when flaccid, but the only size that matters is its erect length.
Additionally, depending on your weight, body fat may encroach on the base of the penis. You did not mention your weight, but if you are fat, your penis will appear shorter.
Do not take hormones, enhancement pills, or any other drug designed to affect your penis. These will not work, and may be unhealthy. Also do not try to physically stretch it in any way.
I know "just wait and it will get bigger" is not what you wanted to hear, but patience is key here. Once you're completely done with puberty, then you can worry about it. Check back in 2 or 3 years.
