Try something different, a gesture that indicates she has attracted your attention.. Ask her questions about her, and slowly blink in an affectionate way.
Besides are you asking from the view of a boyfriend or single person? Im hoping boyfriend otherwise touching random women's thigh's might get you in trouble...

 depends on the girl and depends (at least for me on how I feel about the man doing the touching..if i care deeply about him then sometimes all he has to do is touch me with a look...
