 It is considered slutty behaviour by many people, but not all. I would recommend leaving that stuff for being in a relationship with someone: you'll find that a lot more satisfying in the long run.

I was going to answer that it was okay to get to 3rd with someone you weren't dating, but when I read your question fully, I would NOT recommend it, for exactly the reasons AskEve has mentioned.
Especially if you want to get into a dating relationship with the guy; he won't bother dating you if you'll blow him without the need for the relationship. And word WILL get out. Guys talk. Be careful hon.

 If you do this then you'll find you'll be very popular with the guys. Word in the male community will spread like wildfire and you'll lose total respect for yourself. I would say YES, this would be viewed very much as slutty behaviour. Oral sex is a very intimate thing to do and should (in my opinion) only be done with someone you respect and have a lot of feelings for.
