Is it true that in a relationship the person who cares (loves) the least has the most power?

A male Canada age 51-59, *ustmeScarb writes:

Is it true that in a relationship the person who cares (loves) the least has the most power? This to me seeems unfair. By this I mean that 'love does not conquer all'. It does not matter how strongly one feels love for the other, the one who cares the least controls the direction of the relatonship. Am I wrong to think this?
