 Of course you can ask him. If he is dating her he should say, if he's interested but hasn't done anything then he might not want to talk about it. Either way though, I don't see any reason why you shouldn't ask.
And if he says 'no', then he might be able to tell from your happy reaction that maybe he should be thinking about you...?
