Is it possible that I'm reading her wrong?

Hi im 15 and i my problem is im not sure if this girl is just flirting with me or if shes sending me signals to ask her out. Heres abit of information on the story... ive known her for like 5 years, at first we were close and we went over to eachothers houses for about a year and then for 4 years we barley even looked at eachother. One night i went to a party and she was there we both had abit to drink, and she unexpectedly came up to me and asked me to teach her how to make out, i was suprosed because there were many guys there, well anyways i agreed and tought her and we had alot of fun that night just making out and and talking. Since then everytime we see eachother around we say hi and smile, although sumtimes go 2 weeks without talking to eachother. On the last day of school she hugged me and whispered in my ear " i hope you have a great summer, and i plan on seeing you." she then asked for my number and i asked for hers. its been over a month now and i havent called her... does it seem like she likes me or is she just flirting

My opinion on this matter is that I think you should have a bit of confidence and give her a call, because in all onesty if a girl said that to me, I would think shes hitting on me and if she wnted to see you during the summer then you might be up for a little more making out with this girl ;)
