Is it normal for puberty to be slow to start? How long before before changes will occur to make me look more like a man?

I don't think my penis looks right. It looks the same size and shape (like a shrimp and its embarasing) as it did when I was 9. It hasn't taken any teenage penis shape or size yet. What does this mean? Is it unusual?
