 it depends alot on his body language when he's doing it, and in what situation he's doing it. i have a lot of guy friends who will do that to me but its more when we are just rough housing and play fighting...we beat each other up a fair bit though, whereas if your friend is doing it in more of a touchy feely i want to be close to you way, flirt back a little...usually a guy putting his hands around you means he wants to be close to you, so maybe do it back and see what happens?

 If he really cares about you and wants to be more than just friends i think he would be doing more than just putting his arm around your waist. Does he do other flitatious gestures, like give you prolonged eye contact, touch you in other areas, and kiss you?. If he does any of these then yes i would say he wants to go further than friends.

 One action is not basis to judge whether he has extended in you or not.
You need to assess his other behaviours to have more of an accurate basis to judge on, as you quite rightly say it may just be him showing he cares.
