Just wait until you are 16 at least. If he can't wait, then dump him, he's not worth it. I'd honestly be worried about a guy who can't find a girl his own age to date. Nothing against you, but I've been in that situation. Your age difference should raise some red flags.
In my book, he is already a sex predator if he is going after a minor. Just say no!

 He will be put in jail if you two ever got cought it is best to wait intil you are old enough, i think that you can give consent when you are 16 but then you still have to becareful that its allowed, you can not get married intil you are 16 or 17 then you will need to have your parents consent and they will have to sign papers. go to www.google.com and look up legal age to get married in your state and how old you need to be to give consent to having intercourse with a older guy. well good luck
