 You are pretty young to need this answer. But curiosity has no age limit. I'm going to have to disagree with Marie. In a normal functioning male an erection accompanies excitement every time. Unless there hasn't been enough time since the last orgasm. If that is the case you can play with him, but you will not likely get him to orgasm, certainly not a ejaculation. Now if you are dealing with a man with erectile dysfunction, it is a whole different story. Due to underlying medical problems he may not achieve a full erection with out help, either medication like viagra, or an appliance like a ring. The rest of the system still works. He can get turned on. The nerves still work. He can even have an ejaculatory orgasm. All of that can happen without him getting "hard". Of course at your age you are not likely to have a partner with that problem. Erectile dysfunction is pretty much an old mans problem. I do wonder if young men with diabetes are affected?
The next question you may ask is how long is the recovery time. Or the time between two orgasms for a man. It varies, and it increases with age. Young men may be ready in an hour. Older men may take 8 or more. And there is no way to predict it withour experience with that individual.
