I was a "rebound" and got dumped. If he comes back to me again, should I give him a chance?

It seems I was a "rebound victim" awhile back. The ex returned and I was dumped, but he never lost contact with me. Maybe he wasn't confident in the decision he made? Anyway, now the ex is gone for good and I have a feeling he will return to me. Should I look at the situation like "I'm 2nd choice"? Or should I look at it as "he needed the closure with her before he could move on"? Should I blow the guy off or should I give him a break?
