 I would stop phoning him. Let him make the next move. Most guys don't like a "clingy" girl ( I'm not calling you clingy, but he might perceive the "I miss you" as a "clingy" thing to say, know what I mean?).
I don't think he's playing games, I just think he really really sucks at communicating his thoughts and feelings.
Let him take the time to "sort" himself out, maybe you are still available maybe you still want to be with him, but if he's a mess now and full of "stories".. I'd let him go.
