 Maybe he's just not a boob man. No big deal. You seem a little young and this seems like an awful lot for a 13-15 year old to be doing, but alright. I hope you're very comfortable with this guy and you're not doing this sort of stuff with just anyone.
If you want a guy to pay more attention to "the girls" as I prefer to call my rack, ask him to. Or just take his hand and put it where you want it... then back up your actions by saying, "that feels so good!". Maybe he just doesn't know what he's doing... or maybe he's just so enamoured with the downstairs that he's lost his enthusiasm for the upstairs.

Maybe hes just not a boob bloke... some aren't you know! perhaps next time direct him there and see he if gets the hint you want some attention there instead.
