 Well insuficient information it would be more helpful if we knew more about this guy you fancy...
But i think the reason he picks on you is because hes shy or not good at talking to girls so he just acts silly and annoys you to attract your attention maybe tease you a bit :P Your the one who can determine this.
ABout getting with him well i would say you have to get closer to him make him feel as if he can open up to you try by opening up to him first.
Also do check with your best mate it could be a prank or something cause if it is.. Your in a bad position if you get serious with it.

but this to me sound like some one is playing hard to get!! I think he knows what you are doing, and he is liking every second of the attention!!!
Most guys prefere it if women make the first move and that is probably what this guy is waiting for.
Invite him to your house, or to the cinema, or even ask him to walk you home and make your fist move!!! if you know he likes you then nothing can go wrong because he wont back away!!!! good luck!!! hopefully after this things will look up for you!
