 Ask your parents if you can invite him to dinner (with them there). Give them an opportunity to get to know him. Once they know that he's a responsible guy that they like, they might let loose the reigns just a little. Right now he's just a guy they don't know who's too old for you (by the numbers). Give them all the information they need to know him, and to trust the both of you, and things will work out better.If he's not willing to help your parents like him, then he's not the guy for you anyway. I no its hard your age says your between 13 and 15 so im guessing he is 17 or 19 and as a parent I can see why they would be worried as you are not of age and they are trying to protect you, If you do care for each other then you need to wait this out as him being arrested is not going to help at all..
I understand your upset but if he does care for you then he will wait and in the mean time you can talk with your parents about trust as they need to be able to trust this young man out of concern for you as your so young.
They are putting your safety first at the end of the day sweetheart, And if both set of parents dont approve then there is more to this than what you have wrote..Do both sets of parents know each other?
