Really, it's pretty simple. While you're kissing you open your mouth a little further and start rubbing your tongues together. The key is to meet in the middle. If you're ramming your tongue down his throat (or vice versa) then he's probably not into it.

 Well the best way to find out is to ask him. I was so embarrassed when I first asked my girlfriend but it turns out she found it cute that I asked, and she said yes.
So just ask him and see what he says, its not as awkward as it seems.
As for how too, its actually very simple, if not slightly uncomfortable at first. Start kissing like normal, then when both your mouths are open, quickly but gently, move your tongue into his mouth. At this point he's going to do the same to you. You then role your tongues around in each others mouths. Trust me, it sounds grosser than it is and it won't be perfect the first time. But you'll develop it for yourselves.

 Well, just see what he does when he kisses you and follow his moves. Do what he does. Kissing should come naturally. If you don't master tongue kissing "art", this tongue kiss will most likely be an uncomfortable fluid exchange. Just kiss him natural, the way you feel it. Don't let him pressure you into anything, it'll make you back off even more.
