I think you need to give him some time. It takes time for the wounds to heal and whilst you're probably ready to move on he's got to get over your relationship before he can too. As you put it "he aint over me".
Sounds to me, since "he wont speak to me now", he's keeping some distance between you as he's been hurt and needs to focus on himself.
It's not easy getting over someone, especially since you both "were madly in love". Each time you get in touch it acts as a reminder and makes it much harder to get over it.
Give him some time and perhaps you can still sort of be friends once he's healed.
Of course, this is unless you want him back?
