How should I go about re-establishing contact with a friend?

A female Italy age 36-40, ** writes:

I'd like to re-establish contact with a friend of mine and I'm thinking on what to write in an email.

-We haven't talked/seen each other for more than a year.

-We are from different countries.

-We were very close (although never in an official relationship) and contact stopped when he told me he got a new girlfriend. I felt I needed to cut contact to forget him and move on so I stopped contacting him. He did the same thing and never contacted me again after telling me about his new girlfriend. But now I'd like to re-establish a friendship.
