 She probably has a reason not to tell her mom.
I tell you not to tell your sister instead talk to your niece, telling her she should tell her mom. Maybe she is scared cause she has never had a boyfriend or her mom or dad, do not approve of her dating.

 i dont think there is anything u can say she is 16 and will do whatever no matter what shes told if her mum was that bothered about her daughter and took much notice she would no about the daughter and boyfriend all u can do is say what u no and mayb her mum will sit her down and have a converstion about intercourse or contreceptives even if not sexually active
