 Try having him wear two condoms, it seriously cut out the sensation and for guys what aren't GREAT at staying hard it can be helpful. Sounds silly, but it does work.

There are so many reasons why they have a problem! in order to work through it he needs to be honest w/ you only he knows why? he can't get an erection! but you wont be able to fix or get past it until he opens up w/ you. it might be something he don't feel comfortable talking about? or maybe it's something where it could possibly involve you and he doesn't want to hurt your feelings. you really need to have a serious discussion about it. exspecially if it's going to be a long term relationship! and you really care for one another!
