 I wouldn't necessarily ask her right out with that question. Women liked to be wooed and you can do that by spending absolutely no money. Take her for a walk and tell her she looks pretty and that you are serious about her, hold her hand and walk her home, end the night with a film even if you hate it let her pick. May sound cliché but when the time is right for her she will let you know and it will happen, even if she is a shy girl she will drop subtle hints. But don't forget your still young and if she is the same age as you then maybe she just isn't quite ready for a full on relationship.
