 Unfortunately when someone cares about you and if they dont want to break up they never want to hear its over so they will always be hurt... Im guessing your quite young and maybe havent been together that long, its nice that you care, but its better to be honest and just tell him its not working for you anymore and that you would like to stop seeing each other of course he will be hurt, but its better to tell someone straight out rather than string them along or lie to them, just be a little tactful, he will get used to it in time, but if its not working its not working.

 if he is the kind of guys that really care then i would say (just tell him the reason why u dont whant to be with him he should understand tell him u still whant to be friends tell him its not working out as it used to)good luck
