How can you tell if your number has been blocked?

How do i know whether my number has been blocked. Whenever i call even at midnight, i always get busy signal. I haven't yet tried from other phone, since it was an international call.

I wouldn't assume that means your number is blocked, but if it was it's very hard to tell.
