 It sounds like you two need to find a happy medium. Why don't you surprise him by initiating things? Pounce on him when he least expects it wearing something saucy with a mix of mood music to really set the tone. Make the mix flow so that it's faster music first that gradually slows down to love makin' music (Al Green, Miles Davis... whatever gets you in that romantic place). Then, once you're into things you can slow it down and finish up with makin' love.
You could also sex it up crazy in the morning and make love in the evening... twice a day - always good, always fun.
