 Beauty clinics, you can easily find them in the yellow pages just by searching for brazilian wax.
Age limit would be specific to the place doing it, they might simply have their own rules. Some tattoo places simply won't do a tattoo for people they don't think are ready for it.
But I can't think of any legal age limit that might apply, but offcourse a beauty salon could easily tell you, just find one in any business dictory and give them a call.
