How can I be sure he is not a bad guy and he really is into me?

here is a guy with whom im friends with since 3 years...less than friends but more than an acquaintance...he had proposed to me once but i didn't feel the right chemistry with him to you know think about saying yes...but now that im single and he is single too...we talk quite often and he seems to like me still and i think he is not that bad a guy...but im not sure about thinking about getting committed with him or something...also he sometimes talks strange with me...talks about me kissing him...asks me my weight , something like that...i in general get positive vibes from him but when he asks or does something like that...i feel bit weird...how can i be sure of him not being a bad guy just desperate and someone who is actually into me...someone nice and sweet...he wouldn't ask me out because he had once and i had said no to him...should i ask him out...or what would be the perfect situation when you think i should ask him out?? please do help me...thank you for reading.. :) :)
