 Because he's immature, or there are different people around. Ever seen "Grease?" Picture Danny Zuko when he's alone with Sandy and then when he's in front of his friends with her. Two different people.

Maybe he is going through something stressful during the times that he is 'cold' with you? Or maybe he's insecure and thinks that everything is going 'too well' and sabotages it to see if you would stay with him.
When things are good, talk to him about it, i assume that you don't like it when he turns 'cold' and reassure him that you'll always be there for him, if he is insecure, this constant reassurance over time should help to decrease the amount of times he blows cold. Also, remind him often of how sweet he is when things are good, had how much you appreciate it when he gives you things, or whatever he does when things are good. Praise him when it is good, and offer support and encouragement when things are bad.
With a bit of luck (and some effort) the amount of 'cold' moments should decrease xx
