He stares but we never talk. Is he shy? Is he waiting for me to make the first move?

We have known each other since the beginning of middle school. We have never talked much but when we do he and I are at a loss of words and when that happens he stares at me like crazy. I never know what to say around him and he seems to be that way too. If a guy likes a girl won't he try to talk to her at least? he does not try to talk to me although I have given him plenty of chances. Does he want me to approach him or is he just shy? He is Known for his reputation for getting chased by girls. So is this guy playing with me or does he want me to make the first move? I always see his friends looking at me whenever he is around. What does that mean?
