However he is a bit older than me and recently he moved out of his apartments into his sister's apartment because she and her husband were having trouble paying the bills. Ever since he moved in there I have only seen him once. He always makes plans to see me then "falls asleep" I'm getting a bit sick of it, really what gives? Of course at first thought it was that he's married or has a girlfriend but that turned out to be 100% not true.

Tennisstar88 hit the mark. Realistically, he's not interested. There is no way that he can always be falling asleep. Pull the rug from under him and dump him.

 If it's not either of those two then it sounds like he's getting tired of dating you. That's one of my pet peeves too, when people make plans to see you and back out at the last minute...Ticks me off to no end.
Anyways, if he really wanted to be with you, he wouldn't cancel on you every time coming up with some lame excuse..In fact, using the same one so you know he's full of shit. Break up with him because it looks like he's too coward to do it.
