It could be that he really is what he says, tired and "lazy" or preoccupied.
What is his personality like? When he says "lazy" is he just being
funny?
Don't push the issue, Maybe tomorrow he'll have more energy!
You could try kissing him on his cheeks and face, and just
being cuddly. If he's kissed you before, I would say just to be
patient.
