 My guess would be that he is just a big flirt and usually when a guy is a big flirt and he doesn't flirt with you, it most likely means that he doesn't like you. Don't get me wrong, I am sure that there are hundreds of people that could prove me wrong but that would be my first guess being a guy who is a big flirt myself. Bottom line is that I don't think he likes you and it would most likely be best if you just try to let your feelings go. I know it's not always the easiest thing to do but if he's really not interested then it will save you the pain of liking someone who doesn't like you back.

If he is starring at you all the time, he may like. He may be flirting with other girls just to get your attention in a weird way.
There is also a possibility that he does not really like you, and he stares at you just because he likes to stare at girls.
Just give it some time, and things will clear up.
