 if you r too shy to initiate the kiss u could put a piece of candy or chocolate between your teeth and dare him to take it with his lips. i do it with my bf and its fun.

 Oh honey! Just do it. You don't have to say anything. Just walk up to him, grab him and kiss him. He'll kiss back and it will be everything you hoped it would be. You're way over thinking it! First, you certainly cannot get kicked out of library for kissing if you don't get caught.
Second, if you do get caught, I don't think so... they will probably ignore it, exept if they are some kind of religious extremists.
Some technical details might release a bit of stress to you two:
Most people turn their head a bit to the right (position when you were still in your mother).
If it can help you relax, you can practice kissing your hand.
And there is a few websites about kissing.
However, the most important thing is that you two enjoy your time ! :)

Or go to the movies, that's where I got my first kiss. You just need to be asking yourself "Is this the right moment?" Keep that in mind and you're golden!
