Hi,
It can be a guy's way of saying....I'm interested, but don't want you to think I'm needy, clingy etc. He said "keep in touch" so DO IT!
The later point is that we don't know if you are a "future" girlfriend, wife or anything. I would keep in touch a little more and see if he is receptive. He definitely likes you!

 Stop wasting your life waiting for him. if he is taken and wanted to be with you instead then he would have left her by now. You deserve happiness in your life so go and find someone new who can give you all the time you want, and love, not someone who is saving you for a rainy day x x
