today i was talking to my friend on the bus and he told me about this girl who he was about to ask out when she told him he liked her

dose that mean i have to make the first move for a guy to ask me out?

If you honestly like a guy, it's alright to ask him out instead of waiting for him to ask you. You don't have to make the first move but if you don't show that you like a guy or any signs that you like him more than a friend, then he might not realize that you're interested and you could lose your chance to go out with him and end up getting hurt.
